occassional paw dragging; should I be concerned?

My black 4 year old lab got sutures to close a cut (approx.3-4" ;) which runs down the back side of her right leg (starts above her wrist -down to just above her pastern).The sutures have opened up twice(right where the wrist bends). Can I do this with Iverhart?
Went to the vet to get heartworm meds. They asked how much Max weighed and I said "26 lbs", so they gave me the 26-50lb size. Well...Max actually weighs 20lbs. Can I use a pill splitter and cut the tabs in two, thus turning a 6 month supply into 12?

Not sure if I am posting in the right place but I read a couple of threads about ears and I am still confused.
