I know this isn't good news but generally anything that makes that membrane swell is cause for the vet. Typically they will put some dye in the eye to look for any sort of an ulcer or abrasion on the eye before it gets BIGGER from irritation. The eye is painful and can blow out of proportion before you know it.
Could be a bit of dust or most anything -- the vet will have the tools to look not only in the eye but to see if the surface has been injured.
Because she's so immune suppressed they'll likely give you an eye ointment. Good luck!
