I know if a dog is hot it will pant, so what does it do if it is too cold? My Dog will lay in the sun and in the same day lay on some cold tile. With no real tempature change in my place

My one yr old Mini Schnauzer have a pea-size red bump on his rear leg (near his paw). What is it !?! Gonna go to the vet asap. But how should i treat it now? Also, he constantly licks the red bump. Is that bad?
