Recreational Agility - who can do it, when to start

Can just about any dog breed (other than the giants like Danes) do agility? What age is safe (for the joints) to start jumping? If I were to sign Scout up at a fun-only agility training class - does she need perfect obedience first, or would 'fairly good' obedience level do as a starting...
