When its said a certain breed can range from 20 to 23inches in height how is that measured? From the floor to the top of his back, or the floor to the top of his head?

help with pitt bull puppy problem!
The animal control department in Gladewater, Texas had a puppy (not more than a couple months old) in the back of their truck for three days without food/water (they fed it once). For a good part of those three days it rained and the poor girl couldn't go anywhere. She had to sit and lay in her poop...

Has anyone had a Shiba Inu? We had a medium size dog that could have been poster child for the breed. He was a beautiful dog and he was so funny! He hated getting his paws wet! Sometimes I thought he was half cat! He died a few years back from heart worms, though. I miss him.
