Can I report this?

So, some of you may remember the issue I have with my neighbors not caring for their dog (now dogs)

If you don't, you can read the whole story here- http://forum.dog.com/forums/t/88578.aspx

Today, yet again, Choko (the tan male) got loose, again. The people werent home, and had left the dogs outside in their "pen", as usual. I am not 100% sure whether the dogs LIVE in the pen, or if they bring the dogs in at night. Last thing I new was, the dogs were outside in that pen ALL day EVERY day, but they would put them in the basement at night (because they were getting complaints of the dogs barking I guess)
But now, I hear them outside barking very late at night, and very early in the morning, so its possible that the dogs live in the pen, but I am on entirly sure.

Anyways, he was running loose, again. And what do you know? The first thing he does, is come over to my yard, and starts barking. He was running around having a great time, as soon as he saw me come outside he barreled over and rolled on his back waiting for me to pet him.

I debated what to do. Do I just leave him alone and let him continue to run loose? or do I bring him back to my neighbors house?

Is it wrong that part of me DIDN'T want to bring him back? I dont want to see ANY dog get hit by a car... but I have bought this dog back from running loose *SOOOOO* many times, and the people DONT EVEN CARE. I've brought him back, and within an hour he is running loose again.

Whats better, him being killed by a car? or continuing to live a horrible life with those people?

They were NOT home (as usual...) so, I decided THIS time I would grab my camera, so I could take some pictures of their "pen" when I brought him back.

The pictures arent great quality, because it was dark. But I think its enough to show the dogs living conditions..

The black dog is the younger female(intact) puppy that they got almost a year ago. She can jump the fence also, but she didnt THIS time. She has, plenty of times before, though.

I have pictures of this pen from over 2 months ago. The yellow bag in the back (which is an empty bag of kibble) has been there since I took the pictures 2 months ago, and the coiled up wire sitting in the middle of the pen has also been there for at least 2 months.

THESE ARE THE PICTURES I TOOK 2 MONTHS AGO

See the wire? Thats in the newer pictures also

THESE ARE THE PICTURES FROM TODAY

The sides of the pen were replaced recently, with a fence they took down, because the dogs chewed the fence posts half way down from where they were in the pictures

Notice, there is a big piece of wire fencing just laying on the ground? Not really sure why thats there.... to try to prevent the dogs from digging? If you look closely, that big coiled up piece of wire is sort of under the wire fencing

They had a bucket with some really, really nasty water in it. The water was brown, and the bowl was green around the edges (you cant really see it in the pictures because of the flash I think. They were really dark so I had to edit them all to lighten them)

There was a lot of kibble, just scattered all over the ground

Thats the same dog food bag, laying in the back of the pen

Notice the nice little dog bone sign hanging at the top of the post near the gate? It says "Welcome"...

I think you can report on the water and perhaps that there's not enough shelter for both, but since the pen looks free of poo and there's food, the grody water is your best bet.  I would call AC tomorrow morning and at least get the paper trail started for the care issues.  They probably can't seize a dog at this point, but they could issue a warning or citation.

I forgot to point that out. Its hard to see because of the crappy pics, but if you look to the left side of the dog house, there is a TON of dog poop. Just walking near the pen I could smell it, and it looked pretty old. That was certinly more than just a couple days worth for two dogs.

Do you have a leash law? I'd call and report every time one of their dogs is running loose.

I have, many times. One time, it was actually passed working hours for AC in the middle of winter so I called AC's cell phone and told him to come pick the dog up. He couldnt, so I told him I would keep the dog overnight and he needed to come pick him up in the morning.

I've called AC sooo many times when they were running loose, but he doesnt do anything. Unless I actually catch the dog and tell him to come pick the dog up, he wont even drive over.

    • Gold Top Dog

That's ridiculous. Is there someone higher up you can call? Nuisance dogs should be taken care of, by AC, so that they are not dealt with by annoyed neighbors. It just makes sense.

    • Gold Top Dog

Geeze.  I wouldn't be really surprised by that in the deep South...but CT???  Blech.  Yeah, I'd try to get the process started and I think I'd go straight to the sheriff or whoever the AC dude is under.

Is there a county shelter you can drop him at? I've done that in the past with dogs who I've found running without ID. At least then, the person has to go drive over there and pick up the dog, so they get a slight hassle if they care enough to get the dog back.

Its almost 11pm. My neighbors still arent home (they have been gone all day, left sometime early this morning).

The dogs are still outside in the pen, barking. They've been barking non stop for the past 2 hours. I dont blame them... but geeze, its getting really annoying. I'm surprised they both havent jumped the fence again yet.

Now I'm thinking he might have been better off if I had just not brought him back over... I really miss that dog. He and Bailey get along so well. I got to babysit him for a week and he is just so well behaved (well, once he got a TON of exercise, then he was well behaved)

They used to keep him on a chain, tethered to their radiator in their kitchen, when he was a puppy. They said if he wasnt tied he would chew everything in the house. Yet... when I babysat him for a week, he slept on the couch every night... and he never chewed a single thing. Hmm..

I dont have a car, or any other transportation to get him there.

Plus, he has weird hours. He isnt there most of the time, and never answers the phone. I dont live in the greatest of cities... we have a crappy shelter, and only one ACO who obviously doesnt do a very good job.

What, CT has not so nice areas? I'm slightly surprised, though I have to say I've only really gotten out of my car for any period of time in Milford. Is a police station close enough you could drop him there? I've done that on a Saturday night with a dog, and eventually an officer comes by and picks them up here and takes them to the county shelter.

How about, if you're not far off my route, and I can modify it a bit to make you not far off it, I'll tell you the next time I'm going up to Boston. I'll let you know when I'm heading back home. Catch him when I'm on my way back, and I'll just bring him to the shelter here. (j/k, if he's chipped or something, and they get a call that he's down here, I don't want to get into any trouble for carting him down here). It's a great idea, except the dog theft.

Well, aparently none of you have spent much time in CT! LMAO! I live in North eastern CT, we're known as the "heroin town" (seriously... google it)

Actually, I believe this dog IS chipped. When he was a puppy, I convinced them to get him neutered. He was a humping maniac. He was constantly knocking over thier kids and humping them, which is one of the reasons that I was able to convince them.
They cried poverty of course (they HAVE plenty of money, but like to pretend they're poor) so they got a free spay/neuter group to do it, and they also chip them durring the procedure.

The female is intact, and I think unchipped. I tried to convince him to spay her... but he said "shes really pretty so I think I'm gunna breed her"....

As tempting as that might seem, the sad thing about people like this is even if you rescue one dog that way, they will just go out and buy a new pup the next week and you'll be right back where you started.

This will be a minority view, and probably unpopular, but the dogs appear to be healthy and relatively happy from the pictures.  The fence is obviously inadequate, but they have food and water.  The grody water appears to have dirt in it, possibly from the dogs digging.  There are  toys, and an attempt to keep the dogs from digging.  I prefer a concrete base under a kennel, and daily cleaning., and if leaving for more than a normal work day, I will kennel Piper so she can relieve her self if needed.  If they are feeding Old Roy, or some cheap kibble, those  deposits could be from one day..(looking at the fence, they appear to have a high fiber diet)

I think your complaints should have to do with the inadequate fence and  dog running loose.  It's messy, possibly dirty, but probably meets requirements set by law.  Not everybody sees dogs as indoor pets, especially large dogs.   Not everybody sees dogs as family members.  Doesn't mean they don't care for the animals.  Just means they haven't been enlightened yet. And enlightenment takes some good examples and time.

An act of theft means you have lost the moral high ground and become a criminal.  Turning a loose dog in to your animal rescue is a legal and desirable course of action, but it could result in the dog being PTS.  But it is the legal course of action to take.

DougB, to some degree, I'm with you. Misha grew up and was raised by Papa, who really doesn't have much money, but loves his dogs more than just about anything. These dogs pens are much nicer than Misha and Lassie's was, at least fence-wise and ground wise. But I think the difference here is: these people have had the escaping of their dog(s) brought to their attention multiple times in two years, and they don't care to change anything. When Misha and Lassie got out of their pen, Papa caught the pups, and fixed the hole. They didn't get out again until they were let out. These people apparently have the money to fix the problem, but absolutely no desire to do so. If I'm not totally mistaken, I thought at one point Spazzy wanted Choko, and perhaps asked the people to give him up. I agree that there are some people for whom dogs are more work animals than pets, and I've seen families who actually have both -- inside pet dogs, and outdoor guard dogs.

Doug, I wasn't seriously going to commit a theft of a dog, or anything for that matter. However, if the dog were running lose, and needed a ride to a kennel, if I didn't live far away, I'd give him a ride there. It may result in him being put to sleep, but that may be better than him being hit by a car, wandering about town for days, or weeks injured, or dying a slow death by car if it's not possible to put him back into the yard he belongs in. I drop dogs at the shelter when I find them if I can't find a way to return them. As of yet, none of the dogs I've dropped off have been put to sleep that I know of. Perhaps the shelter lies to me. I might also add that no dog I have ever found has been hit by a car.
