hopefully i can help you out a little bit. first off, groomers cant read your mind. if all you say is short, then they will go short. however, groomers should know that most dog owners have no idea what blade lengths even are. when i worked for petco, we had a chart on the front desk that had all the blade numbers wiith drawings of how long the hair is when you use that blade. whenever someone said to me what you said to the groomer, i would just point to that and say pick one. we also kept a log of everytime a certain pet was groomed, and what type of cut it was, blade length, any special instructions. petsmart should do the same thing. then all you have to say is whatever was done last time.
the second thing is that your problem may be that you have a pomeranian. i had one lady come to me with a pom for a haircut once, i asked what she wanted, and she said whatever pomeranians get. she said she loved what her old groomer did, but she doesnt know what it was, the lady just knew what to do to a pomeranian. i had one hell of a time explaining to her that there is no haircut for a pomeranian, since they are suppossed to ever be clipped. this may be your problem, not only are you not being specific enough, but manty groomers just dont know what to do with dogs like this when they get a haircut b/c every style looks bad. if you do a anything above a 7, the cut is uneven, and also entails more work for the groomer. have any of your groomers talked to you about the effects of long term haircuts on dogs like this?
