but they come from well intentioned people

Well intentioned my foot.  This is a sysmatic attack by the HSUS and other AR origanizations nationwide to eliminate any breeding of companion animals.  It's going on all over the place.  Research the statements made by the head of the HSUS and other AR groups.  He wants to eliminate all breeding.  "One generation and we are out".  Who do you think is bankrolling the effort.  H$U$ is the one with the deep pockets.

Things I would like to see considered instead of this bill: tax incentives for spay/neutering, tax incentives for adopting from a rescue organization, stricter enforcement of licensing laws, stricter enforcement of leash laws while we're at it, and more public education on responsible breeding. At this point I think everyone realizes that they need to spay/neuter if they're not prepared to take care of puppies, but they don't understand why they shouldn't breed their beloved Fido. After all, when we humans want to have babies, we just go at it - why would dogs be any different?

So - a dog can be issued a permit to remain intact if it has been shown once in the preceeding 2 years. What if it breaks its paw or something? Still genetically sound for breeding, just no longer for showing? Or say you want to retire your dog for breeding - sorry, no dice.

Also, they're putting local animal control in charge of the enforcement. The permit fees are going to free spay/neuter programs for low-income families - that's kind of cool. But where are the overworked AC agencies going to find the additional cash sitting around to spend time enforcing this stuff? Answer is, they won't. Why make laws if they can't and/or won't be enforced? [&:]

I'm terribly torn about this bill... When I first read it, it seemed GREAT to me, but the more I read arguments against it, the more I wonder. However, taking away our "rights"? Why should it be a "right" to create more dogs to sit in shelters?

Also, I don't think raising the speuter age to 1 year would be ideal either, I think then we'd have a bunch of people breeding their dogs before a year. Cherokee had puppies when she was 9 months old. I agree that 4 months is a little young, but I think the purpose is to catch them before they are ABLE to breed. Maybe 6 months would be a better age, although I have a feeling that wouldn't please most people anyway.

Something's gotta give. There are too many homeless dogs. So if you're against this bill, what's your suggestion? I understand most of the reasons (although PETA and HSUS being for it are NOT good reasons..sheesh) for being against it, just like I understand the reasons for being for it.

I don't know what to think. Sort of I'm just thinking that since it doesn't affect me (I doubt if I'll ever have a dog under 4 months anyway), if it could possibly reduce the homeless pet population, GREAT. Because I don't know what the best solution is.

I am wondering about the possible harmful effects of early spaying and neutering? My cat was neutered before I got him at 9 weeks. I think the others were all spayed or neutered before 4-6 months too. I've always been convinced that Kovu has such a weenie little head and meow (seriously, he's 5 years old and he sounds like a kitten..it's strange) because he was neutered so young. Anything to that?

    Chelsea...I've already given my suggestion.
If there are license laws ENFORCE THEM...if there are limit laws ENFORCE THEM....if there are leash or containment laws....ENFORCE THEM.
Do you see these things being done? Honestly asking as you live in Ca.

When was the last time an AC officer knocked on your door to make sure you had the limit of dogs or pets....that they were ALL licensed? When was the last time you called AC and had them respond within MINUTES to an intact male dog wandering the neighborhood? what about a wandering cat? In my area it takes upwards of 45 MINUTES!

I'd be fine with permits for breedings done IF the fees were reasonable. But DO NOT...force surgery on my puppies...or any of my dogs. Period.

Ah, not so much. Good point. I've never been asked about licenses, and while we only have ONE animal over the max (we have six, limit is five), I didn't even know there was a limit law until I specifically looked for it. I also didn't know that cats had to be contained or leashed. I don't see roaming dogs very often, but I live in a pretty wealthy area (still not sure how that happened! [:D]). I DO see people who think it's fine to have their unleashed dog out front with them, and fine to let that dog walk up to my dog (which, unless they want to witness a bloodbath, is NOT a good idea). But I don't see how anyone would enforce that anyway. They'd take the dog in while the cop was there, and bring him back out when the cop left. I guess that's the point, no way to enforce it ("Uh, I need to look at your dog's balls, ma'am, make sure he's neutered..").

Hey, I just found a dog license application for Costa Mesa. Check it out. [linkhttp://www.ci.costa-mesa.ca.us/docs/doglicenseapp.pdf]http://www.ci.costa-mesa.ca.us/docs/doglicenseapp.pdf[/link]

"Failure to obtain your dog license within 15 days from the date of notification will result in a $3 penalty."

WOW. THAT's rough. [:D] As is the extra 10 bucks you have to pay a year for an unaltered dog. [&o]

In the "old days" dog catchers used to not be "dispatched" but simply drive around routes...looking for problems to solve.
What happened to that? Do they even still do that? Why not spend a little less money than this bill doubtless will take...buy some MORE trucks...hire MORE AC's, train them properly, and step up patrols and licensing/limit checks?

I see trucks around sometimes. They may be dispatched, I really have no idea. But they always give me a really icky feeling. Darn Lady & the Tramp being my favorite movie when I was little! [:D]

Me too...they always make me think tho..."are all my ducks in a row?" that's a GOOD thing IMO. Think of the impact on people using walking trails or parks, or just in neighborhoods, if people knew they'd actually  be cited for off leash dogs? How much more pleasant walking your dog would be!

Our city has something called an "off leash affidavit", or something like that, which is something a person can file along with any video or photo evidence. The dog needn't be loose when AC shows up.

Oh I'm glad you have decided to alter you dog. It really is doing a service to the unwanted pet population. Perhaps you can help your family that wanted puppies from her, to find rescue dogs in need of homes?

You can add an avatar picture by going to "My Profile" located at the top of the page between the two lines. Click on that and scroll down until you see something about Uploading a picture for you Avatar. The picture has to be pretty small though. You can resize pictures if you need to at photobucket.com.

$350 is a lot...but imagine what that'd be for an emergency c section (the one I had done cost me $1600)[;)
Good job taking the steps towards spaying your dog....well done.
