The problem has nothing to do with breeds of dogs or dogs in general but has EVERYTHING to do with the people that own them.
...and THAT makes my point...! Until there are no more human bullies (alas, not likely), dangerous dogs will exist.... I only mentioned my iggy to make a point, as he wouldn't hurt a fly, AND no self-respecting bully (an oxymoron, I know) would obtain such a dog to train to harm or intimidate people.
This issue, it seems to me, closely resembles the handgun debate raging in America.... Clearly, handguns don't kill people...bad people with handguns kill people. That said, a main difference between the potential of a handgun killing and a bullie maiming or killing is the bullie COULD (and has) act(ed) independently to kill/maim....
I am a staunch defender of Americans' rights to bear arms and even more concerned that laws on the books aren't enforced--were they, the gun debate would be moot.... The debate over bullies might be moot were there laws--and strict enforcement of those laws--pertaining to the bad apples who abuse dogs and train them to intimidate/harm others....
The fact you stated you, too, have seen such dogs illustrates the point. These dogs are dangerous, regardless of the reasons for their dangerousness.... The Chihuahua you mentioned is an exception to the rule--and you know it. If you really want to improve the chances of RESPONSIBLE owners to keep potentially dangerous breeds, go after irresponsible owners with a vengence! Until there are laws regarding bullies and adequate methods of enforcing them, your battle will continue being an uphill one.
