    This is from the Pennsylvania Federation of Dog Club's website regarding the changes.....Keep in mind, although PA does have an ever growing population of puppy mills there are still laws that will effect hobby breeders.
     
    Thursday June 15, 2006 At the Morgantown (PA) Holiday Inn. The Morgantown PA exit is 298 on the PA Turnpike (I-76) near Reading PA. The meeting will start at 7 PM, with light refreshments available beginning at 6:30 PM.
    The program will focus on proposed changes to the Dog Law Rules and Regulations that were developed by the Governor's hand-picked committee. This committee is made up of lawyers from the ASPCA from NY, and animal rights activists from outside PA. PFDC Vice-President Dotsie Keith had to work to obtain a copy for review.
    Individual members of PFDC member clubs need to [linkhttp://www.legis.state.pa.us/]contact their Legislators[/link] to obtain a copy of the proposed kennel regulations. Read them over carefully and come to this important meeting to discuss your concerns.
    PFDC Breeder Directory applications will be available and accepted at the meeting.

    Today, thousands of dogs suffer a miserable existence in what are known as "puppy mills." These mass dog-breeding "factories" frequently house dogs in shockingly poor conditions: overcrowded, unsanitary, lacking in adequate shelter, food, water and human companionship.     Inside puppy mills, the health of the dogs is disregarded in order to maximize profit. They are caged their entire lives and bred at every opportunity until they are no longer physically able to reproduce. After the dogs are no longer profitable they are commonly killed or abandoned.

    Pennsylvania is often referred to as the puppy mill capital of the east with Lancaster County having the highest concentration of puppy mills of any county in the country.
