Denver, CO doesn't have a mandatory spay/neuter program, but due to the diligience of the various agencies, shelters, and the public awareness campaigns, Denver now has to import dogs for their adoption centers (mostly from here in New Mexico - don't ask!) Having a graph, with something claiming that the data on that graph is "Questionable" is  misleading, but that is not surprising considering this is presented by NAIA. Everything on an NAIA site is questionable in my opinion. Let's face it, a Lawyer is the person presenting what you see, and we all know how trustworthy and honest they are.
