    Exactly, this is about trying to get those dogs that, thanks to their owners, are not being cared for properly and so are the ones "that are causing the problems"  I keep my dogs confined and don't like it when I can't walk them somewhere, because of loose dogs, and I don't like someone else's dogs coming into my yard bothering my dogs.  Those that are reputable breeders, I would think they would be very happy with this.....as when they have a dog in season, all the loose dogs in the neighborhood will come a visiting. It doesn't mean that the dog control or police are going to be running around trying to get everyone and their brothers dog spayed and neutered. My lord like they don't have anything else to do. It is hard enough to get the authorities to respond when it is a serious complaint...such as dog tied to tree with no water and no other shelter and it is 90 degrees out. Happened in my neighborhood and the dog got itself tangled around the tree and hung himself. I happened to see it just as they were trying to cut him down. He died shortly afterwards. I had previously made complaints about this dog running loose and was told to get him in my garage and then call dog control the next time I saw him......yea right an impossibility as he was way too leary of getting that close to me, other than when he was charging at me. I had watched that dog grow up from a puppy and just knew that some horrible end was going to come of him. If you are a responsible owner, then you needn't worry. I wish people, when they read things, would Google the info and go directly to the source of these things, which in this case would be the government site where the law is written, for all the world to see. These hyped up versions are too often all that the people read. You would think those of you that are much younger than I and have grown up with this computer world would realize that you would easily be able to find things like that.

    I wish people, when they read things, would Google the info and go directly to the source of these things, which in this case would be the government site where the law is written, for all the world to see. These hyped up versions are too often all that the people read. You would think those of you that are much younger than I and have grown up with this computer world would realize that you would easily be able to find things like that.

    If you are referring to me ---  I ALWAYS ask for the SOURCE that somebody is QUOTING so I can track WHO they are quoting.

    It makes a big difference to me to know whether to even bother reading further.

    Now, maybe I am reading this wrong...but the impression that people's complaints did not have to be proven before a citation/penalty would be issued. Therefore, anyone could make up that they saw your dog loose, just because they don't like the fact you have an unaltered dog. And you'd have no recourse but to accept the citation, and eventually, if these people kept complaining and making false accusations (well, you'd know them to be false, but the animal control couldn't prove it and wouldn't care), you would have to get your dog sterilized.

    As this suggests:

    The bill's definition of "complaint" excludes excessive noise  
    and barking, but a feuding neighbor's call could still send
    the animal control officer to your door. In the real
    world, it would be up to the local animal control officer's
    discretion to cite the owner. The Committee may wish to
    consider whether the bill gives too much discretion to
    local animal control agencies over when to cite owners for
    their dog or cat's bad behavior.

    I do not believe this is scenario is in any way tied to the original purposed bill. A complaint from a neighbor always had the potential of an official visit. What the ASDA is suggesting is under the new Bill 1. A complaint would automatically result in a citation and 2. You would not have opportunity to appeal.   

    I would argue the officials can use their discretion as to issue a citation or not. Would they need proof of a violation?  Did they need proof before? I don't know. As for the right to appeal, I certainly see no reference in the draft but I also see no reference stating there is no appeal process. I would guess that particular right may be covered in more general civil law.

         The sad truth is that the USA is insidiously, law by ridiculous law, "progressing" into a socialist nation.

    i have to agree. i have never been to the US, but what i see going on, is scary and very similar to the idiotic laws over here (dont even get me started about those...)
