I doubt that you will get fined for taking care of him but you might have to give him back. However, if you keep all your receipts for food, collar and vet bills on hand for a year, then no one is going to doubt that you have taken him in. Are there any spay/neuter laws in your area? No un-neutered roaming animals allowed, etc? If so, then getting him neutered should not be a problem as you are just obeying the laws.
I would think that worst case scenario is that if someone came back to claim him and was mad that you had him neutered, they could potentially sue for "lost revenue" or some such crap. Keep your receipts and a log of when you first saw him and then when you first began to care for him, when you put the collar on, and all that and I can't believe a judge would grant them anything, especially if the time frame is very long.
