Some people should NOT have dogs...*UPDATE*

GRR. I am REALLY pissed at my neighbors now...I cant watch that poor puppy suffer over there anymore Angry

    Ok so heres what happend...

A little background info- They are horrible dog people. First they had a little black puppy(some type of lab mix i think) and i would walk her and i taught her a bunch of things(sit, down, stay. the basics) She was usually chained up outside, with no water/shelter. They put her crate in their garage and left the door open as a "shelter" for her, but the chain was to short. She couldnt even reach into the garage. They had another dog at the time, Spike, who had some type of mange or somthing. They just let him roam around wherever. He was in the road usually every morning, im surprised he didnt get hit. Someone called the pound on them and they gave them a ticket and she took the black puppy inside and had Spike PTS. Angry They dont seem to care at all, because the black puppy was ALWAYS in our yard. They didnt even know she was outside half the time. The one day not long after they were outside spraying her with the hose(she rolled in cat poop) and then went inside and left her out by herself. That was the day she got hit by a car. Then they got Jack, a little pap puppy, about a year after. The DAY they got him, i saw him sitting a foot into the road by himself. They had him for no less than a week, when i heard he "ran away". I think it was more of them letting him off leash and not watching him. They didnt even LOOK for him.

So heres whats happening now. Maybe like 6 months after jack "ran away", they got choko (you say it like choke-o. I cant say i like that name very much.. but i guess you gotta have a cool name for a big tuff pit) He was about 2months when they got him. They got him from some relative that "breeds" pits. Well, more like they have 2 pits and they breed them over and over and sell the puppies. They didnt have a leash or collar for him, so they used the flexi lead and just cliped it to itself and put the loop around his head. I met him on the 2nd day they had him, and the poor thing was so scared. The peoples kids were running him around and dragging him on the leash (yea, they let their 5year old daughter walk the puupy around...) The first time i took bailey and choko for a walk they became "brothers" instantly. They got some thing form the town that lets them get vaccines for free if they get them fixed (these people HAVE money. they both have jobs. they have 4 apartments they rent. They just re modled their whole upstairs and made an addition on the house) Plus he said something about his insurance was cheaper if he was fixed. But w/e, he just got neutered. Holy crap, they actually care about their dog? No. Hes been in our yard about a million times, and i have to bring him back over becasue they dont even notice hes missing. I remember one time i got back from school and at about 3:30 i noticed him in our yard (he was chewing on one of baileys bones, so at least it kept him busy) he was there until 5. The people were home, and they were even outside a couple times, and they didnt even NOTICE he was gone.
So it became a regular thing. Usually about 4-5 times a week, i'd rescue choko from the side of the road, or catch him running around in our yard, and bring him back to the neighbors. And most of the time all they'd say is "Oh i didnt even know he was outside... choko youre a BAD dog" and throw him in his crate.
So yesterday, i got back from the store around 3. At 4 i broiught bailey into the field to run and i saw choko tied up in the niehgbors yard, barking as usual (its not his fault, hes bored of not getting to do anything but be tied up or sit in a crate), and the people wernt home. So i didnt really think anything of it. It was a nasty cold and wet day, so bailey didnt get much exercise. So at like 7, we decided to bring him to the park. We had to walk by the neighbors house on the way back, it was completly dark but, i could hear him barking. He was STILL outside. and they wernt home still.
So i went into their backyard with a flashlight to check it out and they had him tied up on a dog run (they have a wheel on the plastic coated wire thing, but not the part that goes from the wheel to the dog) and he was attached to it by a rope tied to his CHOKE CHAIN. They had him tied up outside on a choke chain. WTH? Aparently thats his only collar now. They had a harness for him, but they never took it off of him ( i mean never, it was on him 24/7 even at night) and eventually he chewed it.  So i looked around the area (there was garbage and junk all over the place) and he had NO dog house. He was huddled up next to the back of their garage trying to get out of the wind. And when i looked around some more i didnt see a water bowl anywhere. So i looked at him sitting shivering next to their garage and there was NO way i was leaving him there. So basicly i stole their dog. Not like they would care anyways but. I made the rope look like it had been chewed (they probably know that i took him anyways, but i dont care)
Omg when he came inside he must have drank a whole gallon of water. He was SO thirsty. I let him and Bailey play out in the field for a little bit just cause choko had so much energy from being tied all day, and when we came back inside him and bailey fell asleep next to eachother on the bed. I kept checking out the window to see if they were back yet.. and FINALLY they got back.. at 11pm. So if i hadent take him, he would have been outside without shelter(its reeeally cold here right now BTW) or water for at least 8 hours. Hes only 6 months old!!!! Someone knocked at the door at about 11;30, but i didnt answer. Im sure they knew we had him. But i wasnt about to let him go back over there just to be shoved in a crate.

The wife came over at about 10;30 in the morning asking if we had him. (If they wernt our neighbors, i wouldnt have given him back. but it would be kind of hard to hide him from them considering we live 1 house apart) It was a "family emergency". Same as it was last time. It seems they have a "family emergency" every weekend. They dont seem to have any problem picking up their kids and bringing them to a relatives house or whatever they do. She didnt seem to like what i had to say, i dont think we are friends with the nieghbors anymore lol. I told her we already called the pound and if they dont want a ticket he needs to have a house or some type of shelter and water outside for him (we havent actually called them yet... but if it happens again we will. this isnt the first time, but its worse now that the temp outside is freezing. They built an addition on their house.. but they cant get shelter for their dog?) They didnt even have a leash to bring him back nextdoor, i had to let them use one of mine.

What should i do? we're deffinetly going to call the pound (we dont have any humane society around here or anything) He doesnt deserve to be treated like they treat him. I mean I know hes a "vicious pitbull Wink " but still. They already know im willing to take him. Ive offered many times when they've shown they obviously couldnt care less about the poor dog.

WOW. I don't really have any advice, except maybe you could ask them if you could have the dog because you know somewhere he could have a really good home? He's beautiful and looks like a real sweetie.

Please understand I am not saying YOU should do this.... But a good friend of mine,,,(yeah that's it we'll say it was a "friend";) found a similar problem with a Yorkie of all things!! Teeny tiny thing left out all day , Gosh knows you wouldn't want her to mess in the 20 year old trailer!  Left out at night when they were gone and it was not convenient  to take the  7 pound dog, left out unprotected during her season !! I had an actual Nightmare that a Squirrel knocked her up!!  She was a wreck.  It was their 3rd dog since moving into the neighborhood, an apology after a big fight between the two...no clue what happened to the others. They just vanished.... At any rate after I had been at my Friend's we both talked about how badly her very pricey neighborhood  was going down...it all hinged on this little dog.  NOW....Picture if you will  a group of Moms and Grandmas, ( I was only a Mom back then).I had my teen daughters there to help run the errands...so we are all enjoying my friend's (who is about 15 years older than I ) hospitality and listening to how devastated she was about the  poor little thing... the Bosses wife, the visiting Veep's wife and daughter , the head of Human Resources and my girls and I..... sitting around planning a corporate party... this topic came up yet again..between the menus and the wine list, the coordination of all of the junk that went with making sure every i was dotted and t was crossed...

.. and the next day I got three phone calls one to tell me  Little Miss Daisey was apparently stolen from the front yard!!     The other was to assure me the Veep's wife and himself thought the world of my girls and appreciated how they had entertained their daughter... they like them so much after a bit of hemming and hawing they mentioned they were the kind of kids you would proudly  stand bail for...??? HUH??? The last call was  from my good Friend who had heard yet another , even older friend now had a brand new pup.....  Hey I decided connecting the dots was not always the best course of action.

Got to admit I had not realised how much alike my girls and I were ... in "planning Corporate Parties"

    What a beautiful puppy!

I have neighbors like that. They got a husky mix and tied the poor puppy to a tree. A husky mix. This dog is super high energy and should have been out doing high energy things and mind stimulating work. But not they tied the poor girl to a tree and let thier ten year old children care for her. No shelter, hardly ever any food, no water. Well a hurricane came through and teh dog will had no sehlter and had to endure the hurricane curled in a small ball at the base of an old tree, soaking wet and cold. She broke her chain sometime during the storm and I found her in my shed the next morning. Poor girl is rail thin and has an untreated limp. Some people really should not own dogs, or other animals for that matter.

You have no humane society? Is there any other legal body like animal control or the police that you can try? (1) no shelter and ESPECIALLY (2) no water is ABSOLUTELY, LEGALLY grounds for animal confistication. Even the local police should be able to do that because it is classified as animal cruelty. If you see it again, take pictures and call around. This is a tough situation, keep trying!

I think "somebody" (no names mentioned) should pick him up, take him to a doggy wash place and DYE a couple of spots on him and have him neutered. Once the dye was off, these people wouldn't notice that "someone" had a dog that looked an aweful lot like their old dog. Sonce they are obviously clueless, "somebody" would have a new dog or else the new dog would be placed in a new home! Problem solved, right?

Funny you should say that. I was going to say, take the dog, anyway. How are the neighbors going to prove the dog is theirs, anyway? No tag or identifying paperwork. But we could still use stealth. Get a stuff animal that looks like him and put that on their tether and see how long it takes to notice that they don't have a dog.

We have animal control, but they dont do much. But one advantage i have is the guy that runs the pound knows my family and is good friends with my moms friend. I really wish i had taken pictures last night, but it was dark so they wouldnt come out good. Next time this happens im going to take pics, and call the pound. We told them we already called, just to see what they would do. If he doesnt have shelter AND water next time, im taking him and hes not going back.

Im not sure if i explaind it all in the first post but, they DO have tags on him. Its the rabies vacc tag on his choke collar. and he just got neutered last week. But it was one of those things you can get from the pound if you dont have alot of money to get it done but you have to get them neutered. They conviently forgot to mention they have 4 apartments they rent to people so they got the free vaccines.
So my problem is they DO have proof of ownership... So if i take him, they can have him back? I dont know if the pound will take the dog just for no food/ shelter. But they have been called on before.. so its possible. Im going to wait and watch for a couple days to see what they do..
Im sure they know im watching so they will probably wont put him outside, they will probably just leave him locked in the crate without water for 8 hours instead. Good thing i can see his crate from the door so i can check.

Does anyone know what evidence there has to be for the pound to be able to take the dog? ill let the guy know that i will DEFFINETLY take choko(

Im not sure if they will take my offers to walk him with bailey anymore... they didnt seem to happy with us.

    Sadly, it would probably work.

If we wernt neighbors, he'd be mine right now.  it would be kind of hard to hide him when we live 1 house apart...

Please use legal channels first - I know our AC can't do a whole ton in many "less than ideal" situations, but you can be SURE that if a dog's without water or shelter they can do something.  Generally they give the owner a warning and if things aren't fixed within a certain timeframe (24 hours for water/shelter I think), they will seize the dog.  To reclaim the dog they must show proof of ownership and pay a hefty fine.  Each time the dog is brought in, the fine goes up.

If you're not sure AC will do anything even with the lack of water/shelter, you can also take the dog to the shelter as a stray each time you find him loose; at least around here that will escalate the fine each time - I think 1st time is $50, 2nd is $100, 3rd is either $150 or $200, etc.

I would do everything in my power to avoid ticking these people off any more - who knows what such obviously heartless people might do to your animals or family if you get on their bad side one too many times...

    • Gold Top Dog

Definitely try the legal way, first. If that doesn't work.... you have to decide what to do. Stealing is a serious offense. If you're caught, you can be prosecuted.

I really believe that Teenie Weenie was stolen from her abusive home. I always called her my "hot" dog, LOL. Nobody knew what I meant.... but if the bad owners had found her, and decided to do something about it, I'm sure it would have been hell to keep her away from them. She'd been badly, badly abused. The woman who brought her to me had to "find a safe place for her, TODAY" and brought this grossly overweight dog in on a brand new collar and leash, with a brand new blanket to lie on.

I agree with all of this.  I'd try to keep the relationship good with these people, if you steal their dog or tick them off, who knows if it will just further the abuse on the dog, if they think it's running off when it's really being taken (not that I blame you, I'd probably do the same thing) they might make it stay in the crate 24/7 or tie him with a chain instead of a rope, or God knows what else.

Do you have animal control?  I think turning it in as a stray everytime he gets lose is a good idea. It would be a hassle for the people.  I'd try to convince them to let you have the dog.  Are they trying to make him a gaurd dog? Why do they even have him?   I'd call the pound or animal control, and once you see that they are sick of the hassle and expense of finding him, offer to adopt him.

It's sooooo sad.  He's a beautiful baby and deserves so much better.

    • Gold Top Dog

sounds like they'll just get another dog to abuse if you "help him run away". So I would first document everything- videos, pics of the dog. Most places AC can't do anything if the dog has food, water, and shelter, but if not, they can do something. So call them. A lot. Every time you see a violation. Also more and more places are enacting laws against leaving dogs chained up for long periods of time- might that apply to where you are?

    • Gold Top Dog

Yea, i dont want them to get pissed at me so they dont let me walk him or anything. I aslo dont want them to just keep him in the crate all the time, so then i cant get evidence of him being outside without water/shelter. The guy is actually a math teacher at my school... Lucky im not in any of his classes. The guy knows im pretty good with dogs and knows a lot more than he does about them... yet he still doesnt take my advice. Basicly theyve done everything oposite what i said they should do (well not everything but it seems like it)

And they dont know i "stole" him. They story they heard, was that he got off the rope and i found him in my yard(not uncommon) and i went to tie him up again and thats when i saw no shelter/water. They dont care anyways, they let me take him for walks whenever i want. They said i can take him whenever i want. I dont even have to tell them, if hes outside i take him. Obviously they dont care to know if hes walking with me or running around in the street.

I looked up the site of the pound in our area and i couldnt find anything about being chained/tied outside but i found this

    Sec. 3-1 Roaming at large
    (a) No owner or keeper of any dog shall allow such dog to roam at large
and shall at all times keep such dog under restraint either by leash or
by keeping the dog in an enclosure or on the property of the owner.
Any leash or enclosure shall be reasonably sufficient to so restrain the
    dog.
    (b) Impoundment of dogs at large: Any dog not controlled or confined as
prescribed by the provisions of this section may be taken by police,
dog warden or other proper authority.
    (c) Violation: Any person who violates any provision of this section shall
be punished in accordance with section 1-7 CGS.

Municipal Authority to Regulate Animals at Running a Large, G.S. 7-148© (7) (O) (ii).
    Sec. 3-2 Dog Fees
    (a) Dog fees for the town shall be charged for the following: Redemption
    from the pound; shelter and food; medical care by veterinarian;
    advertising lost dogs; roaming at large; leash law ordinance violation;
and failure to have license on the dog.

W******( Animal Control will advertise adoptable pets on any available media resource.
Each animal that comes into our care, whose owner is unknown, is advertised, by law, in
the local newspaper, for one day, in the lost and found section; and after the seventh day
has passed and no owner has come forward to claim the pet, Animal Control will
determine if the animal would be suitable for adoption.

So, next time he is in my yard off leash and they dont come to get him, i will bring him to the pound.
If that happens, i will deffinetly tell the guy that works there (the one that my family kind of knows) that i will absolutly take him if no one claims him. Not to be mean.. they are nice people(they dont have a clue about dogs, but theyre nice), but they arnt the sharpest tool in the shed if you know what i mean. The guy is a teacher, but omg i just cant believe how stupid they are sometimes. Either that or they are just ignorant and dont care..  What if they dont look in the shelter and the 7th day comes... i adopt him and bring him back, and they see that i have their dog. Can they get him back if they show proof of ownership, even after the 7th day? Im sure if that happens i'll have made enemies with them for sure... But if i got the dog, then thats what counts.
Usually the weekend is when they leave him outside the most. Im at school all day so i dont know what the wife does with him then (she doesnt work durring the day) but i guess i will just have to wait and see.

Can you get your parent/parents on board?  Adults often don't think anyone under 30 has a brain.  Sounds like you are spinning your wheels without some adult intervention.  Maybe you and your parent (s) could go over together and offer to help him build a kennel to keep the dog in.  Then you could offer to make sure the dog is provided with water and to take it for walks, etc.  At this point maybe the fool will realize that it's not "just" a kid but an adult who is concerned and your parent might mention the laws concerning loose dogs.  I know this may seem lame but it might work.  People tend to "bow up" if they feel defensive.  Maybe if you come across like you are doing some sort of community service project at least the dog would have a safe area and you could keep on doing what you have been as far as water and exercise not to mention some actual affection which his owner doesn't care to provide.  And I agree that the neighbor will probably just get anonther dog if this one dissapears. You are great to care and to try and help this dog.  Good luck.

They are.. sort of. Both are ok with taking him. I didnt even ask they actually brought it up *shocking i know*

I've been trying to help them since they got him, and when they had thier other dogs. I got him a collar & leash I saved him from the side of the road more than once when they didnt even know he was outside I gave him water when he was left outside for hours (more than once) I walk him and bailey almost every day. I dont mind at all doing it for the dog, but im sick of doing things for those people.

If im going to provide the dog with shelter, water, exercise, and affection... why in the world should they get to keep him?? I dont mind taking care of him at all, but WHY should they get to keep and dog that they obviously dont care about while someone else takes care of the dogs needs while they do nothing?
