Not too long ago someone was having a problem with dogs in Kentucky and a quick review of their laws shows how convoluted they are and that there is much police corruption, too. It may require state police involvement.
I gurantee if the feds handled animal welfare like they do the drinking age, Kentucky would clean up in a hurry. It's illegal but the fed has threatened to withhold fed highway funds from states that didn't raise the drinking age. Texas was the first to raise the drinking age. If they did that with animal control, the state would turn around in a hurry.
We could always hope for a story on 60 minuutes or 20/20.
But there is absolutely nothing stopping you from suing the dog owner. Their dog caused damage to you. You can probably claim against their insurance. If they are renters, you could claim against the landlord's insurance. If his insurance had to pay, you can bet he would get rid of those tenants.
Try newspapers. Keep talking until someone listens to you. Go to city hall meetings. State your case over and over until something is done about it. Keep calling animal control. Call the state police if the local police are not helping. There are state laws against vicious dogs that attack people. You have to out-stubborn them. Keep hammering away until they crack.
Keep documentation of your injuries, medical receipts, police reports. Every time you call the police or the warden, take notes of the conversation. Time, ph no, content of discussion, what the other party said. Your phone bill will also be documentation that you called, so they can't say they never heard anything. Never let up.
In the words of my mom, when someone crossed her or treated us unfairly, "when I am done, you will wish to God you had never met me." And that wasn't an exaggeration, just her accurately forecasting the future state of mind of someone who did wrong by her.
