I guess I'm a big fat chicken, but I'd tread carefully and minimize confrontation with a man who threatens people with loaded guns, in an area in which the police don't take that seriously. I certainly wouldn't go marching over to give the guy a piece of my mind, and I'm a straight forward person who doesn't shy away from conflict.
While I understand this sentiment and have had it myself in past situations, I cannot tell you how many times, as a victim advocate, I heard the stories of the guy who finally flipped and how many of these previous warning situations were never followed through on because people were afraid of him. (Usually a him, not being sexist.) So then, because no one has done anything to stand up to the big bully, his behavior has gotten more and more belligerent and outrageous and finally, it's not a tire being shot out, it's a person. So, at a minimum, I would be such a thorn in AC and the cops asses that they would finally get frustrated and make the big SOB do something about his dogs. I'd call and say the dogs were behaving strange, that you saw them carrying a struggling raccoon (or someone's cat) in their mouths, that there was foam and blood on their faces, etc. ANYTHING to make it such that AC and the cops don't have a choice but to do something.
If you feel too intimidated to do anything legal, I second the paintball recommendation and the low cost fencing. I'd also recommend that you ALWAYS be outside with your child and your dog and if you see the dogs approaching the fence, you paintball them so the Mr. SOB will see that someone is shooting at his friggin dogs and MAYBE be worried that next time it won't be paint, it'll be rocksalt, buckshot, or worse. Of course, if he asks, you don't know a thing and would NEVER have a gun of any type around your precious daughter!!!
A face full of pepper spray might make them think twice about coming near your house as well and doesn't have lasting effects.

Under Section 258.235, any person may kill or seize any dog which he
sees in the act of pursuing or wounding any livestock, or wounding or
killing poultry, or attacking human beings, whether or not such dog
bears the license tag required by the provisions of this chapter. There
shall be no liability on such person in damages or otherwise for
killing, injuring from an attempt to kill, or for seizing the dog.
That same section also comprises the state's new strict liability law
for dog bites. Under Sec. 235(4), any owner whose dog is found to have
caused damage to a person, livestock, or other property shall be
responsible for that damage.

(5) (a) Any person
who has been attacked by a dog, or anyone acting on behalf of that
person, may make a complaint before the district court, charging the
owner or keeper of the dog with harboring a vicious dog.
Now what I see missing here is a provision for a dog attacking a pet. It seems it covers people, livestock, poultry, and property. I'm assuming that a person's pet is their property, right? But given the above (5)(a), there's nothing to say that you couldn't say the dog was attempting to attack you, or your daughter, and your dogs defended you and the wounds to Lilie would be proof of that. But... anyway, these are some of your options, should you decide to pursue legal remedy.
Hope you don't have any repeat visits, that Lilie heals, and that the owner of the dogs suddenly has an unexpected heart attack!
