I don't know about coats, but my experience with fabric tells me you'd be best going with heavy polar fleece (300 or 400 weight). I make cloth diapers, so I have a lot of experience with water-repelling fabrics, and good polar fleece is breathable, waterproof, and soft. Being waterproof, naturally it doesn't absorb moisture or collect things quite as easily. Good brands of polar fleece are Malden Mills and Tonitex. They are used quite frequently to make diaper covers, so you know they must be good!
I had the idea today to sew custom doggie items for people... now this has me all excited and I think I may sew a coat for Tojo even though he totally doesn't need one!
