loose dog

I was just going outside to let Harley out at my work when I saw her stop in her tracks. I looked and there was a dog going through a bag of trash that someone was too lazy to throw away. I immediately grabbed her by the collar and took her inside. But then I went back out to see the dog again, ans he was already running towards the highway [

] What do you do in that kind of situation. Do you see if the dog is friendly? It's after five so I can't call AC. It had a collar and what looked to be tags. I just always feel so bad when I see dogs running loose.

I would try to catch it and see if you can track down its owners.

I always help if I can. Most dogs on the run aren't so easy to catch, even steering them away from busy roads & into quiet neighborhoods can help save their life. There was a stunning (tagged) Dalmation I had to do that to a couple years ago, he wasn't about to let me near him. I got him away from the freeway though.
