They are not advertising a puppy-mill as we know it. They are brokers. The bulk breeders they buy from are legal. If the bulk breeders have violations in the way they are keeping their animals (which are only discovered when the USDA does one of it's rare inspections) they bulk breeders are not stopped. They are given time to rectify the situation.
I posted this because the brokers are the vital key in the cycle. Without them the bulk breeders (legal puppy-mills) would be out of business because they would have no one to sell their puppies to. (These breeders work on too large a scale to attempt to sell the puppies themselves.) Also without the brokers the pet stores would have no one to supply their pups. (This does not take into account your local small-scale BYB but these are a very small part of the overall picture.)
The puppy brokers are well respected in their communities believe it or not. The vet for Lambriar is involved in workshops put on for breeders by the nearby veterinary college.
The only way I can see to fight this is on a governmental level and even that would not be easy but a concerted effort in this area would save a lot more dogs than trying to shut down individual BYBs (you know...act locally, think globally)
