Luvntzus, I don't think he's a scaredy dog either. I think he's an alpha brat. (that's MY terminology). When a dog is the alpha and either he's not allowed to be with Mom and sibs enough for THEM to bat each other around to say "hey, quit it!" or particularly if the Mom isn't around enough to instill any sort of discipline, a dog learns exactly what he's learned. If he pitches a royal fit (and he's a small dog so just being obstinant doesn't work -- he can't just 'balk' and win .. he has to make himself SO incredibly miserable that the humans 'back away') whatever he did last that made someone stop doing what he didn't like HE WINS.
Maybe this has been covered before -- and maybe it's something you have to work up to -- but my guess is now that you have two dogs who are beginning to socialize, you can use your relationship with Gingerbread to get TO Cinnebun. "nothing in life is free" -- Google the following phrase:
"Nothing In Life Is Free" dog training
Now a lot of that is geared to bigger dogs, because unfortunately often people don't bother to TRAIN small dogs. They tend to give in to them, give them whatever makes them 'cute' again and let it go. But the principals all still apply -- and when you have TWO dogs it can work even better on the 'brat'.
"Oh Gingerbread ... what a NICE sit -- here, have a piece of apple!" (or whatever small benign treat you can find -- even Cheerios work great!!)
Ignore Cinnebun until he will do what you ask (at that one time). But most of all -- don't engage Cinnebun in any THING where you "can't win". In other words -- if Cinnebun won't come when called then let him drag a leash 24/7.
Keep everything 100% totally consistent. But absolutely as much as possible don't let yourself be put in a situation where HE wins. If Cinnebun complains about a leash then let it just be a long length of ribbon. But you can 'stomp' on it if he goes where you don't want him to go. But even if he does scream don't let him 'win' at that behavior.
It takes the patience of a saint but you're doing a GOOD job!!!
