poor little things, what to do?

I feel so sad for my next door neighbors dogs. I have only seen them once or twice out of there outside kennel. I asked if i could see them (the pen is soiled with crap and it smells terrible). I could hardly bare to look at them, their eyes shimmering with innocence, like they were asking me to take them home(he made it clear to me that they were "his", and that i couldn't have one) . When I walked home, i almost started crying at the thought that those poor animals were still locked up in that pen feet away from me, and I don't know what to do! please help!

could you call a humane society or animal rescue in your area?  Those conditions don't sound good at all.  That person could probably lose his dogs and maybe be fined??

I agree about calling the humane society or ASPCA.   If it was me, I would also offer to help your neighbours with their dogs, but I know that's not for everyone.

Yes, I'd say clean up those pens or else. I'm not that nice I'm afraid when I see dogs being abused like that.  I called animal control last winter on my neighbors who were leaving their dog out all day long in freezing weather with no shelter, food or water, they have not done it since.

I would definitely call animal control.  I called the SPCA on my own cousin for similar conditions.  I had tried talking to him about the problem and would go over to his house and do what I could do when I could.  But it got to the point where I couldn't take it anymore.  I called the SPCA, they went and talked to him, told him that he had one more chance or they were going to take the dog away.

I would definately call someone, if not the neighbor himself the shelter, I do not know how all shelters are run but ours does have an animal officer that will come out and look into conditions.  Poor doggies.  :(

I would definitely call animal control or the SPCA. Everyone seems to be so hesitant to make the call. People seem to be afraid to create a fuss to avoid a confrontation. This isn't about being a nice neighbor or getting along with your neighbor. This is about those dogs. If a neighbor was abusing a child, would you stop yourself from making a call?  Please call the animal services in your city. You will feel better for doing so. Your neighbor will have to clean up his act or lose "his" dogs.
