    Just a question.  Whose fence is it and where is the property line in relation to the roots of the plant.  You really need to know before confronting them.  From the looks of it the previous owner of your property didn't plant the ivy since it is growing from the other side of the fence.
     
     
     

     

    As far as I understand it, the fence is equally owned by the people who share both sides of it and what is planted on your side is yours. I can't think of a single reason why they couldn't have trimmed off from the top of the fence on their side without damaging your side. If it was planted on your side, I agree that they owe you some landscaping. When we had to replace the fence between my house and my next door neighbor, she asked if I minded if the fence was cut about one foot lower so her vines could get a little more sun.  That was fine with me and now her vines come over the fence and add a lot of color to my yard. If I need to prune any of them back, I make sure to do it only from my side so nothing gets damaged.
