It's blury, but if I didn't know it was on your chest I might say it almost looks like poison ivy/poison oak. Kinda hard to get it there. Other than that, I would ask if you changed anything recently - laundry soap, fabric softener, deodorant, perfume, ANYthing. I'm allergic to certin fragrences in soap/lotion, etc and I would get a rash on my chest.
Try some hydrocortisone cream on it until you can get to the doc's - I also have a severe skin reaction to neosporin/bacitracin/antiseptic, etc and it's the only thing that works. Prescription strength is like 2x the normal OTC concentration, so it's okay to use a bit more than they say OTC to see if that helps. But get it looked at if it persists.
ETA - but it's not oozing right? poison ivy would ooze..... so definitely not that, not to mention on your chest!
