I remember the dog, he was standing cow hocked. The handler was pretty good at hand stacking him (which is one way to "hide" the fault), he just would not hold the stack. When a dog will not hold a stack is can usually be attributed to one of two things. Physical discomfort, the position does not feel natural or emotional, the dog is excited or "worried".
Conformation gsds in AKC are most often "over" angulated in the rear. That is why they sort of look like they are half way to a sit most of the time. This is an outcome of over emphasis on a specific component of the breed (the extended trot). Problem is I have not seen an AKC conformation champion remain sound enough to work once they reach middle age. Most who do work manage it out of heart, not structure. There are some exceptions, but they are few and far between. Now working lines are a whole nuther story.
