That is a really great idea! We find shed horns all the time when we are out walking. I wonder if we need to clean them first, or can the dogs just have them as is?
One of our friends who is a taxidermist (SP?) set up a deer feeder with the specific purpose to collect shed horns. He made a wooden feeder filled with all kinds of yummy things for deer, and wrapped chicken wire around the top portion. Late last fall/ winter as the bucks were feeding, many of them shed their horns in and around the feeder.
