I've never liked that phrase "no bad dog... Some dogs just need a little more time and training than others, good owners don't always = good dogs. They will not always start off good when given to a good owner.
However, I do agree that the owner should know better than to allow their dog to jump up on strangers. I would never let my dog approche a stranger unless the person seem interested in petting my dog and even then I don't let them just run up on the person I take the dog there and hold her by the collar so she doesn't jump.
