    Saddened and furious at the same time...

    I am sitting here listening to newborn puppies whine and cry... puppies that should not be here but have been brought into this world because no one wants to accept FULL responsiblilty for a dog. This is a dog with a sad story. A dog with nine lives... a dog that everyone wants but no one wants to take care of.
    She was left behind when her owners moved... and it seems that several neighbors are willing to step up and feed her, take her to the vet for treatment of injuries due to fighting, seek treatment for her when she got hit by a car, spend time brushing and grooming her... but no one wants to accept responsiblilty for her when she's carrying pups.. or when the pups are born. It's happend way too many times in the last three years. This is her fifth litter in three years. It's a sad story that keeps repeating.. and there's nothing I can do about it. And it infuriates me.
    Now, this dog, is laying under an outbuilding with her pups. Pups that will be taken to the pound in four or five weeks... puppies that will be adorable and cute and cuddly but not worth the time and effort to place in good homes. Just like the times before.
    Why could they not get her spayed? Why couldn't one of these families who "claim" her and feed her and take her to the vet not step up and say enough is enough?
    It's funny how she's their dog until she starts showing signs of being pregnant... and it heart-wrenching to sit here and hear those puppies cry, kowing they shouldn't be here... and knowing there's nothing I can do about it.
    ETA: I have numerous times offered to help with her... and when no one wanted to take care of her  last time she was expectingI offered to contact the humane society. I was told to mind my own business... "she'll be fine once those pups are born". I even had one lady threaten me when I suggested we call someone about her being left behind and now obviously a stray. I was told she wasn't a "stray."
    So I feel like my hands are tied.. there's nothing else I can do.  What a sad day for me... my daughter wants to go see the puppies, but I just can't bring myself to go over there.  And now the family who is "feeding" her, is claiming her as their dog, sees no reason why they should have her spayed... "She'll only come into heat twice a year.. what's the big deal?" Makes me sick.

    That lady crossed the line. You have the right to call the authorities. If one of them wants to step and say they are the owner, then the shelter can know who to bill for a spay. That is, they can put up or shut up. Ownership implies responsibility. And report threats to the police. I refuse to put up with a bully. If I were there, I would ask her exactly what it is that she is going to do and ask her if she's waiting on Christmas, or what? Or I could bark my wake-the-dead bark. That usually unnerves people to the point of flinching. And like a dog, once they flinch, they're mine.

    I would tell her then if she's claiming ownership she can explain to the AC why they have left a dog out to have babies and live on the streets. Here the regulations state an owner is "
    Owner, when applied to the proprietorship of an animal for the purpose of this
    Regulation, shall mean any person who has a right of property in an animal, or any person who
    permits an animal to remain on or about any premises for seven consecutive days."
     
    It is also against our county regulations to allow a bitch in heat to wander where other animals have access to her.

     
    Not sure about where you live, but it's illegal here to let your dog run loose. If out of the owner's yard, they must be leashed, wearing license tags, etc. It is also against regulations to allow your dog to poop in someone else's yard.. surely these people are violating more than one issue in your city, county, whoever regulates. Here we can get on the website and get a copy of all the rules, maybe you can there too.
     
    Here is an example of the regs in our county.. surely they can't be much different elsewhere.
