Would they concidering doing a transfer? That seems a bit odd that they would totally refuse any help...

I have come across this a couple of other times.  I even sent a serious note to the Michigan chapter because they advertise on Petfinder, asking to complete an application and then they would make contact.  Yes, the Michigan GD rescue made contact to tell me they don't adopt out of their state.  I told them they need to put that requirement in the petfinder's profile. 

That's disheartening.  I did a home visit and inspection for a GSD rescue in Iowa.  A family nearby was interested in one of their dogs and they require a home visit.  The family was more than willing to drive 8+ hours each way to get the dog.  Their rescue contacted the Michigan rescue and we did the home check for them, probably could have arranged transport too had it been necessary.  If the rescues require home visits, why not just ask another local rescue to do it?
