The Walmart here is in a shopping center and the people are always at the outskirts of the parking lot, which is for use for all the stores. Wouldn't that be public parking since they don't charge a fee and therefore covered by the ban?
The only major problem I could see it potentially causing is that now the bybs and irresponsible owners who previously gave dogs away at Walmart, flea markets etc. might just end up dumping them somewhere instead.
I see your point, but I think the ones that are left over probably get dumped anyway.
One hot summer day I saw at the local W: under the first tree, kittens and lab mix pups for sale; next tree, beagles, third one, Great Danes; fourth, pit bulls. I'm certain they were all show quality, health and temperament tested pets. NOT!
Recently, a columnist for the local newspaper wrote an article that included an anecdote about a stray, half-starved GSD that ended up at his house, and his wife discovered the dog was pregnant. His story went on to say that the puppies were born two days before Christmas and that when they were about 6 weeks old, he was going to get a neighbor kid to sit in front of "the local supermarket" to give them away. I fired off an email to him, gave him the what-for, told him I seldom read his column and didn't know if he was being facetious, but that his idea was a horrible one for all the reasons. I was so darn angry that I forgot to mention that I thought it was not a good idea to even print that because even one person reading it might think it was an acceptable way to handle the situation. I did tell him I thought it was gracious to take the mother dog in and asked him to please do right be the puppies. People...[
