I just wanted to post an update to this. The Staffordshire isn't muzzled, still, but today my dog and I walked by it on the way home and he was much calmer than usual and actually wagged his tail! He was with the female owner and she was much more confident. He did try to pull a bit, but nothing like before. I'm so glad things seem to be improving.
