Honestly, I would mind my own business in this situation. I don't give people a hard time when I see their fat dogs (and I see fat dogs every day!), so I don't see any reason to give someone a hard time for running their dog. I'll bet that an over-exercised dog is happier and healthier than an under-exercised dog.
If it was a close friend (or even an acquaintance that I saw regularly), I might bring it up along the lines of "you know, when I planned on running with my dog, my vet told me that it was bad for growing puppies", or something along those lines.
That said, my vet DID tell me that jumping up and down from a truck is bad for pups. My dog jumps down from our van every day. He also has to go up and down stairs several times a day to get into our apartment. I know that some of these things may be bad for him, but sometimes circumstances prevent the ideal situation.
