Most often I feed Rascal's normal kibble out of his kong. Since it's just his normal food, I just subtract whatever's in the kong from what I feed him at his other mealtimes. There have been a few days where I was gone a lot or had to lock him him a lot (like when I was getting new floors put in) where I gave him 3 kongs. But they were each 90% kibble and 10% bread/veggies.
Another trick with my little guy is to take a really hard treat, like some home-made chicken jerky or something, and really wedge it in there. It takes him forever to get it out and he loves gnawing on it.
The only thing you have to be careful of is if you're feeding treats as more than 20-30% of your dog's diet you could be getting yourself into trouble nutritionally because your dog won't be getting all the nutrients he needs. As long as you're staying below that you should be fine. If you're worried, just put the dog food in your mix :)
Edited to add: it took Rascal about a month of having kongs 3+ times a week to really catch on to them. At first he was like, "You want me to WORK for my food? You've got to be kidding me!" but eventually he came around, and now he really looks forward to getting his :)
