Cat Roaming-Doggy door

Hi Guys, I have a friend at work who has 3 cats and 2 dogs. One of the cats has started roaming around the neighborhood by leaving thru the doggy door. It's a new behavior I'm told and the other cats don't do it. I'm told their all fixed and they even bought one of those shock collars that shocks the cat as it gets close to the door and it's not working. I suggested putting some tinfoil in front of the door or those dog grates you put on sofas to keep dogs off the furniture.
Does anyone have any suggestions I can offer them to keep the cat from leaving the house thru the doggy door? I appreciate it...Thanks. David in Az. (ps) ..I hate the idea of them useing a shock collar that's why I am posting this. Thanks again...

There is another type of dog door, where the dog wears a collar with a remote to open the door for them, but not the cats. A little more expensive, but worth looking into.
