    Biting, growling, and barking

my new toy poodle is very aggresive. whenever people are around, he goes to their feet and bits and growls. I try to say owe and turn around wiht my arms crossed, but he still keeps biting. can anyone help? is he playing? should we get training?

How old is your toy poodle?

To directly answer your last question:  Yes you should get training.  After that the two of you should go to a puppy class together.

What you are describing sounds like typical puppy behavior.

what we are trying to do right now is when he bites, we say no and try to make a loud sound to make him stop. any other adivce on how to make him stop? he also bites random stuff like blankets, cords, and pants legs

that's not aggression. That's typical puppy play behavior. At his age I'd just try to play with him hard BEFORE he goes for your feet-- if he's tired and played out he's much less likely to do this, and ignore him and/or yelp loudly when he bites/ plays inappropriately. If he's going for feet/pant legs, simply freeze and stare off into space until he stops. The second he stops, praise and initiate a fun game with the toy you've cleverly tucked into your pocket beforehand.

I agree with everyone - you have got a normal puppy...  Keep plenty of appropriate things to chew on around and when your pup bites something inappropriate (like your hands, pants, feet etc.) you can say no bite and redirect the pup to a more appropriate toy to bite/chew.  If this doesn't work, I would yelp and withdraw (freeze and look away, totally ignore the puppy and end the game), when the pup calms down, re-engage in play...  Congrats on your new puppy.  Please get into a puppy training class - you will both benefit from it and enjoy it!!
