Chasing her rear?!

I have a miniature schnauzer, her tail was docked before I got her. She's been "chasing her rear" and almost acts like it's hurting her. In the middle of playing fetch, she'll be running back to me, and just instantly drop the toy and flop down to try and get to her rear.  Or if she's on my lap, or sleeping by me in the bed she suddenly twists around and attacks her rear scratching and waking me up in the process. She goes to the groomer where she gets her glands squeezed on a regular basis (and the vet checked em to make sure they were doing it). She's been checked for worms on numerous occasions. She can get her face down there and licks it and licks it, and it almost has a reddish brown tint to the hair back there now.  The first vet I went to told me it's probably just a habit she has, like us biting our nails, but she doesn't do it when she's bored...it's even in the middle of playing, or on a walk.... it's all the time?? There's no blood (I've wiped it with toilet paper a lot to check for blood)..... do they really have habits like that? Should I be more concern with this behavior, or chalk it up to a habit. The new vet also said she was clear of worms and we're doing another check in 6 months...... I'm just worried that she's hurting. She's on heartworm medication, I can't remember the brand (it's new to me) supposed to help keep the fleas off too.... and they gave me liquid worm meds to give to her just in case, but we're on the second dose this week and still no change?   Any idea's or other routes I could present to the vet would be appreciated!
