Cant get him to "go" outside

I have a German Shepherd, almost 5 months old.  I cant train him.  He just pees outside occasionally, when its an emergency.  Ive tried keeping him out for 5-6 hours no luck.  As soon as he comes in he goes pee and poop.  Ive tried putting his soiled "diaper" outside for him to get the hint still no luck  I do have the time to train him and I am trying.  Any suggestions.  Hes starting to get very big now.  Oh yea and he will "go" in his crate.

is the crate big enough that he is going in a corner or something? if so you can make the size of the crate smaller with a divider or something.

with our puppy we would take him out for 5-10 minutes and if he didnt go put him back in the crate for 10 minutes or so and then try again. of course sydney did not go in his crate so that may not work for you.

good luck. i know how frustrating house training can be.

Something made him think it was ok to go inside.  Did you paper train him?  What is the soiled Diaper you are talking about?  Puppy pads?  If so take them away,  put them outside where you want him to go and take him there regularly.  Tie him to you when you are in the house so you can watch him at all times.  Praise him lavishly when he does have "accidents" outside.  Scrub out his crate with bleach (rinse well) and remove any blankets or bedding until he stops "going" in there.  Do you feed him in his crate?  If not try that.  Most dogs will not "go" where they eat.  And do make sure the crate is the right size.  If he can do more than stand, turn around, and lie down, its too big.  One other thing, do not let him see you cleaning up after him.  It just confirms to him that that is what you are there for.  After all his momma cleaned up after him when he was a pup and he never got in trouble for that.

I meant puppy training pads.  SORRY for the confusion.  Here at our house we call them diapers.  I do take a pup pad outside with me when I walk him.  He just won't go outside.  I dont know why.  And he will hold it for many hours.  HELP!

I also forgot to mention that he eats his poop when he goes in the house.  He does go on the pad but sometimes will gobble it all up.  I am really at wits end with all this.  I walk him so often that my housework is suffering.  He will stay in the crate for hours and sleep or he sleeps on the floor next to me all night 7-9 hours without going.  I know he can hold it.  His first walk is 5:30 am his last at night is about 11 pm.  He will pee outside in the morning if I wake him up to go outside.  Only on the grass.  He walks around smelling EVERYTHING.  I hoped by now he would be lifting his leg and peeing like a real boy.  No such luck.  He has NEVER pooped outside. I really need help on this one.  Also I have taken him on a few long car rides, stopped walked him, nothing.  Till we get in the house and runs right to the pad.  If there is no pad he will go in the pad spot anyway.  Okay, now what ?  I really am going crazy.  I got "Rocky" when he was 6 1/2 weeks old.  I know, too young to be pulled from momma.  But thats another story.  Anyway thanks for reading.
