Shadowing

I know, I'm full of questions.  She is the first dog that I've had in my adult years, so I'm learning the basics.  When I come home from work every day, Reesee won't leave my side.  To the point where the puppies can be crying and she won't react.  Now, my husband stays at home with our youngest during the day and works at night. He told me that she is with the puppies all day long and is very attentive and will sometimes sit with him.  Reesee is not really attached to my husband.  In fact, she is downright fearful of him when I'm home. 
 
Which brings me to the problem, we were making real progress with her before the puppies came.  She has since reverted to her old jumpy clingy ways.  This isn't normal behavior.  But I'm not sure if this is even the right time to modify it, or if I even how to.  I know that she is a good mom to the pups.  When I sit by her puppy den, she nurses and grooms them like an expert.   As soon as I get up, she is at my feet.  She will follow me from room to room and will not go back with the pups until I either go with her or tell her to go.  I'm so lost as to what to do.
