I would wait him out. Go ahead and give him a treat when he poops. Then encourage him to do his business . I always say "good business" when my dogs eliminate. I start when they're puppies. They soon learn to associate those words with eliminating. You can use any word or phrase you want but keep it simple and be consistent.
If he doesn't pee within a few more minutes of waiting, I'd take him back inside and crate him for five minutes and then take him out again. It's important to confine him if he hasn't pottied since you know he probably does need to go. Puppies are easily distracted and they don't quite get the whole idea of going outside when they have the opportunity. He'll get it with time and consistency on your part.
