Try not to make a huge issue out of it yourself. Calmly move the dog away if it is bothersome to you or the humpee (if the humpee doesn't seem to be able to resolve it alone). Its not uncommon behavior. Especially if the humper is new tp the house.
Distraction is always good. Move humper away and show him something else to do. You could go straight in to some obedience commands. Make a training session out of it. Go into some sits and downs and stays.
The other thing you could try is keeping a leash on Scout at all times (for a while). When you see him humping...you could use the leash to calmly reel him over to you.
My Bruder did this for a while when he first joined the house at around the age of 1. Heidi could resolve the issue herself and tell him to stop. But, my elder dog Buddy (RIP) wouldn't do anything about it...so I helped him by moving Bruder away, and get into something else...
