Such is the difficulty with that method of housetraining -- and you'll find he really WANTS to go on something absorbent. Be really vigilant because once you transition it outside he's gonna want to find a substitute INSIDE.
Dogs really don't get "inside" vs "outside" -- they are far more immediate than that so if you aren't paying attention he will find something else small, absorbent and that "works" inside (like folded newspaper, your shirt, a throw rug???)
When you transition it outside you may want to put a bell on a long cord and tie it to the door so he can TELL you he's gotta go out. Just tap his paw on the bell as you GO out (flash the pad and say "Let's go!" or whatever your "word" is).
BUT when HE taps the bell -- you gotta be ready to "go" right then. The bell means "out"!!
