I've been to one of Cesar's seminars and also have a picture of myself with him. So have a lot of people. This does not mean I was personally trained by Cesar or that he endorses anything I do when I work with a dog.
In reality, Cesar has only personally trained a few people. Linn Boyke and Cheri Lucas are the only two I know of. I've seen an endorsement for Cheri on his site, and Linn is the only one endorsed by Cesar to teach others through his workshops and intensive 30 shadow program. That's it.
I've seen a few sites out there where his name is used as a draw to the site, yet there is nothing in the site which really uses his philosophies at all, kind of a bait and switch scheme.
I've seen one site where the site owner has trademarked "dog psychology method" as their own. Huh?
There are lots of trainers and canine professionals who use and endorse Cesar's basic principles (and recommend his book and show to their clients) whether they were already using a similar philosophy before his show airred, or incorporated some of his teachings (which made sense to them) into what they were already doing.
But, I'd beware of anyone who claims to be personally trained or endorsed by Cesar in order to sell training packages.

There is no current certification being offered through the IACP which is specific to a "behavior expert". I understand they are working on something along those lines, though.
