It's not always a bad thing to switch foods. Dog food manufacturer's would love to have you believe you need to feed just one brand for your dog's whole life, but variety is very important. As far as gaining weight, one food I've heard that puts weight on dogs really fast is Bil Jac. I'm not a big fan of the ingredients, but if your dog really does need to gain weight then it could be a short term solution and then switch to something different.
Puppies should actually be kept lean because it's easier on their growing joints. Of course they shouldn't be underweight. Is there anyway you could post pics? I would also make sure that she doesn't have worms or parasites that are keeping her from gaining weight.
It's possible that just feeding her a more nutrient dense diet will help to put weight on her. Some of the brands that I like:
