I had this same problem...and one day I was so frustrated that I told Marley to sit while I gathered myself. I took a few deep breaths, and then focused straight forward and visualized where I wanted Marley to be when he was walking with me, then I started to walk...and I was so shocked...it worked! I think there is something to being a good leader! Marley now walks with me in the heel position (for the most part--if he gets ahead I just slow down and he slows back down into the heel position). I can even drop the leash and he will stay with me in the heel position. It was amazing!
