Papillon- All I know is that brewer's yeast and wheat make him itch like there is no tomorrow and chicken/duck also make him itchy. I wouldn't be too surprised if it was a genetic issue since from what I know Shih Tzu are fairly prone to allergies and Gingerbread is from a petstore.
