I'd go with thinning shears, and then daily combing or brushing. For the one intact male dog i had here briefly, I used a baby size pin brush, and very gently groomed that area every morning, which kept his coat flowing.
I brush Luna while she is eating her breakfast, so she is occupied and she could care less about being brushed/combed. You could also put some peanut butter on the floor for the initial "treatment" so he is busy eating that up while you get things straighten out. 
Also, sort of OT, but Aussie grooming related: I just bought a #80 Resco comb in Medium and can't believe how much it rocks! It takes out all sorts of dead undercoat, and makes it really easy to keep Luna mat free, even when she gets disgusting on a daily/hourly basis. If I could only have one grooming tool, I think it would be this comb.
