I have no doubt that the individual who did this is a sick, tormented person who, in a sober moment, would be as devastated as others must be at this horrible tragedy. Alcoholism is not given the high treatment priority in this country that it should have. It's been my experience working in community services, that some of the most severe alcoholics begin their drinking careers before they are even teenagers. And, although long term inpatient treatment is known to work better, the courts repeatedly dump these people out on the street after about three days and simply tell them to go to AA, or another outpatient situation (the alcoholics and addicts refer to it as a "spin dry"). In many cases, because the disease of alcoholism is so strong, they never make it to get help, and they end up jailed or dead because of incidents like this that claim innocent lives. It's a tragedy all around. I hope that your grandson and his girlfriend eventually find some peace, and that her father survives and is physically healthy once again.
