The collar he mentioned to you is called Preventic collar.
Be very careful if you decide to use this collar!! The primary ingredient is Amitraz.

"Amitraz spreads over your dog in the oil of its skin and haircoat ..."
Amitraz Toxicity in Dogs and Cats

"Severe toxicity may occur if amitraz-containing collars are ingested. ...
Prognosis
Fair to poor, depending on symptoms."
Amitraz Dip (Mitaban)
http://www.peteducation.com/article.cfm?c=26+1303&aid=3557
"Wear eye protection when using amitraz and protect exposed skin with rubber gloves. Wash hands and arms with soap and water after treating pets. Use in a well-ventilated area and avoid inhalation of vapors."
Ingestion can be fatal to pets (people?). Do not use these collars on cats. If another dog may chew on the collar or if a cat may lick the collar (or the dog), do not use this tick collar. Do not use on Basenjis since they clean themselves like cats and will ingest the Amitraz.
Frankly, if people need to use rubber gloves to avoid contact with a Amitraz dip, I would think twice about putting the stuff on a dog.
