Have dealt with it in a couple of dogs -- this is one of those places where some vets just seem to give up and not want to treat. It can be managed usually.

How is the heart? There are times when a heart that is a bit enlarged can press on the trachea -- so you want to rule that out.
Elevate the food and water bowls. Even a pillow to lay his chin on when he rests can be a good thing to relieve some of that pressure.
Coedine cough syrup isn't going to help a lot -- because it's a physical thing -- so it's better to soothe. Try just mixing a honey & lemon cough syrup -- you can give as much of it as you want. You can add other things as you find them helpful. Try for local unfiltered honey -- and add fresh lemon juice (RealLemon is fine if it's what you've got) -- just enough honey to thin it to syrup consistency. Use a plastic spoon -- they learn to like it right quick.
