CA AB 1634 PASSES COMMITTEE ON PARTISAN VOTE, 4/24/07

TAC NEWS - CA AB 1634 PASSES COMMITTEE ON PARTISAN VOTE, 4/24/07

CA AB 1634 (Levine) to mandate the 536 local California jurisdictions
enact and enforce permits to possess unaltered dogs and cats PASSED OUT
of the Assembly Committee on Business & Professions this morning on a
straight partisan vote. Republicans Shirley Horton and Committee Vice
Chair Bill Emmerson voted no; Republican Bill Maze was not present.
Shirley Horton was able to address personally the issue that this
should be a local government matter and that San Diego County had
rejected mandatory measures seven years ago.
A large contingent of opposition is at the Capitol this morning and
will be visiting legislative offices today.
More details on this and other bills later.

WHOA  this bill will be devastating to the dog sport world.  Commercial breeders are allowed to continue to mass produce.  Ethical breeders shoulder significant burden.  Clueless owners who did not take care of reproductive control in the past will only be impacted if adequate enforcement occurs (this bill would not have been necessary if current laws were enforced).  I for one have considerable concerns about this bill and the format in which it is written.  If I lived in CA and this passed, I would be looking to leave.  I will not travel or compete in the state.  I will look to make sure my dollars do not support CA business, gonna be tough, but Florida produce and WA wines here I come.

Although I am not a resident, I did contact the Senate democratic caucus via this link.  It may make absolutely no difference but I felt the need to make individuals aware this bill is problematic in its current form.  The law of unintended consequences will raise its very ugly head if this bill passes and is enforced.

Ugh, that's awful! I guess we just have to keep writing letters (and being glad we don't live in California.) Miss Ginger, what does this mean for your future as a breeder of golden retrivers?

Opposition still has some good chances to stop it...let's hope they can.
It's amazing how things like this get pushed thru on emotion without any actual hard numbers to support it. It's also amazing how many people behind this don't even realize that the entire long term aim, is to eliminate pets, period...and they play right into the hands of the AR's. [sm=smack.gif]

I hope they can stop it!  *Crosses fingers*

It really is a poorly written piece of legislation.  I seriously doubt it'll do anything to help the euthanasia rates and I don't really think that's it's intentions.  We all need to band together to support our right to choose which surgeries are best for our dogs and when they undergo these surgeries.

Anyone that believes that manditory neuter will solve any problems needs to look at the post concerning Santa Cruz shelter statistics.  They keep killing more and more dogs and cats each year even though they have had manditory S/N for a number of years now.

YYYep...like I said. No numbers,...just emotion. The Ar's favorite weapon.

I have a far more rare breed with respect to the number of dogs registered and the gene pool available for breeding.  I also have a breed with some later occurring health issues that suggest breeding should not occur until those conditions have been ruled out via testing.

This will severely impact dog ownership and the fancy in a negative way.  This bill only punishes people like me who have one breeding obligation as part of my purchase contract.  It will have no impact on the people who indiscriminately throw dogs together for whatever reason.  Unless there is specific money set aside for enforcement (which is highly unlikely considering the current fiscal state in CA), this will be ineffective at best and damaging to the world of dog sport.

I do not breed.  I raise, train, show, and handle Golden Retrievers.  I do not feed threatened and I have scrutinized in-depth this bill to the very last point.  Bottom line, breeding of dogs, be they common and over-bred such as the Goldens or wrecklessly like designer dogs, is WAY out of hand and needs to be slowed down.  Ask near ANY California rescue group...there are TOO many dogs out there!!!!!

Oh, I thought you said on the other forum that you did breed. I mean, you have a kennel name and all.

Oh, and how do you 'raise' them if you don't breed? I mean, mostly the image I associate with that term is either breeders or crap like brokers.

Anyone who has a puppy raises them.  I consistently have a Golden puppy every couple of years which I raise with the intention of show, agility, field, or obedience work.  I also raise Goldens specifically for service dog work or for another specific job someone has requested, usually close family or friends.  I usually have at least three Goldens at a time, and they are all within three years of age of one another.  My kennel name refers to the training facility, which just so happens to revolve mostly around Golden Retrievers and working breeds.  I refuse to breed my dogs regardless of their proven breeding qualities solely because of how terribly overbred Goldens are.

I'm glad to hear you aren't breeding your dogs- no dogs who can't be OFA'd should be bred. What type of service dog training do you do?
