Reporting some one for selling a dog with parvo?

my friends dad just bought her a puppy from some guy less than a week ago. Turns out the puppy has parvo and the guy just said he'd give them the money back if it dies. Is there a way to report him in California?

Is this an AKC dog? Was the dog shipped? What age is the dog? Did they get a health Certificate with the purchase of the dog? ... there are a lot of things that factor into what any state can do...

If he bought a designer dog w/o papers or health certs and no Written Health Guarantee then he may well be up that creek with out a paddle...If he bough an unregistered "purebred" dog then again he has zero recourse through a Registry , they can and will fine and penalize breeders who sell sick puppies.  I hear all the time folks who claim that a contract or gaurantee is not worth the paper you print it out on... but this is exactly one of the reasons I insist on contracts. I want things clear and up front. Between my kennel gaurantee and the health certificates gotten with in 2 days of the placement of a puppy, ( this changes only when we are delivering the pups acrossed country as we will not ship commercially) Every puppy must have a visist with the family vet with in 3 working days of placement. Full refund and vet bills paid if the puppy is returned for health reasons.  And we pick the puppy back up, again we do not like shipping.  Also regardless of breed if the puppy is under a specific age  and placed interstate ,  there are laws that protect the buyer.  I am sorry to hear the puppy is ill , they should keep every scrap of paper given them from the vet, they may be able to recover in small claims court .

If he has had the dog for more than 3 days, there would be no way of proving that the dog came to him exposed to Parvo (and the dog may not have). The incubation period ranges from 3 - 14 days. Did the puppy have symptoms when your friend bought him? Parvo is a very hardy virus and is very easy to spread, your puppy never has to leave your house to be exposed.

I suggest using Parvaid with the treatment of choice - I think it really does help puppies make a quicker recovery: http://www.ambertech.com/using.html

Ca has a puppy lemon law that I think might cover this. http://ezinearticles.com/?California-Puppy-Lemon-Law&id=206623

Also, most states have a state veterinarian.  Report to that office just in case they have authority.  If the guy is a byb or mill, it might be the straw...

How could anyone be sure this puppy was sold with parvo, if the puppy wasn't sick when it went home or within a day or two after?
